CALL TO ORDER & ROLL CALL:  Mayor Pithan called the special meeting of the Anthon City Council to order on September 5, 2019 at 5:30 p.m.  Council members present were Barbara Benson, Jerry Boggs, Lisa Petersen, Tammy Reimer and Allison Umbach.  Also present was Jerry Steffen, Amy Buck, Mike Kerns and Craig Handke.

AGENDA:  Motion by Reimer, seconded by Petersen, to approve the meeting agenda as presented.  Carried 5-0.

PUBLIC HEARING AND BID LETTING FOR BOAT RAMP:  Mayor Pithan opened the public hearing on the plan, specification and form of contract for the Little Sioux River boat ramp repairs at 5:30 p.m.  Jerry Steffen, of Steffen Engineering, was present to open the bids.  Mayor Pithan closed the public hearing at 5:43 p.m.  One bid was received from Nelson & Rock Contracting, Inc. for $47,850.00.  Steffen will review the bid documents and Notice of Award will be given on September 9, 2019.

NIPCO LOAN PROGRAM:  WIMECA has approved the economic development loan documents drafted by their attorney Dennis Puckett.  The documents now need to go to Steve Nadel, the city’s attorney, for his review and opinion.  Motion by Petersen, seconded by Umbach to send the documents to Steve Nadel to review. Failed by the following vote: nays – Benson, Boggs and Reimer; abstain – Petersen and Umbach.  After more discussion on the need to know if the city can even work with NIPCO on economic loans Boggs made a motion to send the documents to Steve Nadel for his opinion on the availability of this program to be used by a municipality.  Carried by the following vote: ayes – Boggs, Petersen and Umbach; nays: Benson and Reimer.  Motion by Boggs, seconded by Umbach, to get Nadel’s opinion on adding “irreversible line of credit” to the documents.  Carried by the following vote: ayes – Boggs, Petersen and Umbach; nays: Benson and Reimer.

ADJOURNMENT:  Motion by Petersen, seconded by Umbach, to adjourn.  Carried 5-0.  Mayor Pithan proclaimed the meeting adjourned at 6:07 p.m.
