The Plymouth County Board of Supervisors met in the Boardroom on March 24, 2020 at 9:30 a.m.  All members were present, except Don Kass who was absent. All votes following are aye unless otherwise indicated.  Board Vice Chairman Craig Anderson called the meeting to order and the Pledge of Allegiance was recited.

Motion by Loutsch, seconded by Horton, to approve the March 24, 2020 agenda.  Motion Carried.

Motion by Horton, seconded by Anderson, to approve the minutes from the March 17, 2020.  Motion Carried.

Motion by Loutsch, seconded by Horton, to approve payroll for March 20, 2020.  Motion Carried.

Motion by Meis, seconded by Loutsch, to approve the Plymouth County Emergency Disaster Declaration due to COVID-19.  Motion Carried.

Motion by Meis, seconded by Loutsch, to approve the resignation of Mike Moats and to appoint Nick Weeter to the Plymouth County Local/Regional Emergency Planning Committee Membership on the Iowa Emergency Response Commission.  Motion Carried.

Motion by Loutsch, seconded by Horton, to approve the Plymouth County I.T. Contingency Plan for Epidemics.  Motion Carried.

Motion by Loutsch, seconded by Meis, to approve
Resolution #03242020-1
for the temporary amendments to the policy handbook

in response to the Emergency Disaster Declaration for COVID-19.
Motion Carried.

Motion by Loutsch, seconded by Meis, to approve the 2019 Business Property Tax Credit.  Motion Carried.

Motion by Horton, seconded by Loutsch, to approve the B & B Addition in Section 24 of Liberty Township.  Motion Carried.

Motion by Loutsch, seconded by Meis, to approve Wurth’s Southern Outlot in Section 35 of Fredonia Township. Motion Carried.

Motion by Loutsch, seconded by Horton, to approve
Resolution #03242020-2
regarding the application process for
Homestead Tax credit applications and Military service tax exemptions.  
Motion Carried.

Motion by Loutsch, seconded by Meis, to approve a permit to Southern Sioux Rural Water in Section 2 of Perry Township on 280th St.  Motion Carried.

Motion by Meis, seconded by Loutsch, to approve a final plan review and approval of LC-181265, LC-261702, LC-261704 for the April 14, 2020 bid letting. Motion Carried.

The Board of Supervisors adjourned the meeting at 10:59 a.m.
