The Plymouth County Board of Supervisors met in Courthouse Boardroom on September 15, 2020 at 9:30 a.m.  All members were present.  All votes following are aye unless otherwise indicated.  Board Chairman Don Kass called the meeting to order and the Pledge of Allegiance was recited.

Motion by Loutsch, seconded by Horton, to approve the 9/15/20 agenda.  Motion Carried.

Motion by Horton, seconded by Loutsch, to approve the minutes of the 9/1/20 meeting.  Loutsch-aye; Horton-aye; Kass-abstained; Meis-aye; Anderson-aye.  Motion Carried.  There was no meeting on 9/08/20.

Motion by Loutsch, seconded by Horton, to approve the 9/4/20 and 9/15/2020 payroll and 9/15/20 claims.  Motion Carried.

Motion by Anderson, seconded by Meis, to approve the wind farm decommissioning agreement and to approve the road use agreement with a few final inclusions by County Attorney Darin Raymond and County Engineer Tom Rohe.  Motion Carried.

Pride Group CEO Sarah Jackson and Pride Group Board Members Rex Knapp, George Wagner and Jeremy Bolin presented their desire to purchase the Residential Care Facility building and property (Plymouth Life) from Plymouth County due to the current facility not meeting new State of Iowa bed and unit configuration requirements.  The Board of Supervisors will prepare an aerial map of the ground that they would be willing to sell along with the current building for public bid and will consider getting an appraisal. The Board of Supervisors will present a proposal on September 29, 2020 of the parcel that they would be willing to declare as surplus property for a public sale/bidding.

Motion by Anderson, seconded by Loutsch, to approve a minor subdivision, Double 1 Pork, LLC, in Section 11 of Meadow Township subject to the driveway placement approval by County Engineer Tom Rohe which allows and is required for trucks to be off the road when loading and for the adjacent property owner to provide written approval due to set back requirements in order for the minor subdivision to be signed by Zoning Administrator Alan Lucken and be approved and recorded by the owners.  Motion Carried.

Motion by Meis, seconded by Anderson, to approve C.D. Homestead, a minor subdivision in Section 21 of Stanton Township, subject to Zoning Administrator signature.  Motion Carried.

Motion by Anderson, seconded by Meis, Broken Kettle Range, 2nd Addition, a minor subdivision in Section 34 of Sioux Township.  Motion Carried.

Motion by Horton, seconded by Meis, to approve
Resolution #091520 for an extension to file Jauer Addition, in Section 15 of Hungerford Township.
Loutsch-aye; Horton-aye; Kass-aye; Meis-aye; Anderson-aye.  Motion Carried.

Motion by Loutsch, seconded by Horton, to approve a permit to Southern Sioux Rural Water in Section 11/12 of Preston Township.  Motion Carried.

Motion by Loutsch, seconded by Horton, to approve a permit to Premier Communications in Section 2/3 of Johnson Township on K22.  Motion Carried.

Motion by Loutsch, seconded by Horton, to approve the purchase from Ziegler for a 2020 140M Caterpillar Motor grader with trade-in of a 2002 Cat 140H for a net amount of $256,880.  Motion Carried.

Motion by Horton, seconded by Meis, to approve an equipment purchase from Ziegler for a 2020 953K Track Loader with a trade-in of a 1989 Caterpillar 943 for a net amount of $243,680.  Motion Carried.

Motion by Anderson, seconded by Meis, to approve a 28E agreement with Lyon County for Plymouth County Attorney office services providing for a reimbursement payment amount of $90 per hour plus mileage until such services are no longer needed.  Motion Carried.

Motion by Loutsch, seconded by Horton, to canvass the Akron-Westfield School Special Election that was held on September 8, 2020 with the following results:
For the Public Measure:  To adopt a Revenue Purpose Statement specifying the use of revenues the Akron-Westfield Community School District will receive from the State of Iowa Secure and Advanced Vision for Education Fund
There were one hundred eighty-five (185) total votes cast as follows:
For the question, there were One Hundred sixty-one (161) votes
Against the question, there were Twenty-four (24) votes
We therefore declare the public measure to be adopted.  Motion Carried.

Motion by Horton, seconded by Loutsch, to approve a one-year liquor license renewal for the Hole N’ The Wall Hunt Club.  Motion Carried.

Motion by Anderson, seconded by Loutsch, to appoint Roy Hodgson as Stanton township trustee to replace Rodney Hodgson.  Motion Carried.

The Board of Supervisors adjourned the meeting at 11:59 am.
