ORDINANCE NO. 2020-7
An Ordinance amending the
City of Moville Employee Handbook.

Be it ordained and enacted by the City Council of the City of Moville, Woodbury County, Iowa, as follows:

Section 1. Amending Vacation Benefits.
VACATION BENEFITS section shall read as follows:

The City of Moville recognizes the importance and necessity of time away from your job for purposes of leisure, recreation and relaxation. Regular full time hourly and salaried employees are eligible for paid vacation time based on their length of service.  Part-time employees do not earn paid vacation.  Vacation time is earned on the anniversary date of employment and is available during the following year as follows:
After completion of one (1) year of service: 40 Hours
After completion of two (2) years of service: 80 Hours
After completion of six (6) years of service: 120 Hours
After completion of twelve (12) years of service: 160 Hours
After completion of nineteen (19) years of service: 200 Hours
After completion of twenty-seven (27) years of service: 240 Hours

Employees who are absent due to long-term non-work-related illnesses or injuries totaling more than twenty (20) working days may have their next year’s earned vacation time adjusted accordingly.

Vacation requests should be submitted in writing as far in advance as possible and are subject to approval by management.  Requests will be evaluated based upon a number of factors, including our anticipated operating requirements and staffing concerns during your proposed vacation period.  In case of a conflict, priority will be given to the earliest submitted request whenever possible.  Vacation requests must be forwarded to the City Clerk.

We prefer that vacation benefits be used in one week increments but vacation may be taken in whole day increments.

You are strongly encouraged to take your vacation each year.  A maximum of forty (40) hours earned vacation hours may be carried over from one year to the next.  Unused vacation time will be forfeited.

If your employment with the City of Moville should end, you will be paid for vacation time you have earned but have not used as soon as all City property has been returned and all debts have been satisfied.

Section 2. Amending Personal Days.  
PERSONAL DAYS section shall read as follows:
Every regular, full-time employee of the City of Moville is entitled to two (2) days off with pay as Personal Days. Personal Days will accrue annually on the employee’s anniversary date.

Section 3. Amending Holidays.
HOLIDAYS section shall read as follows:
The City of Moville observes the following holidays
• New Year’s Day
• Labor Day
• Thanksgiving Day
• Good Friday
• Christmas Day
• Memorial Day
• ½ Day Christmas Eve
• Independence Day
• Day after Thanksgiving Day
• ½ Day New Year’s Eve

The observed holidays may not be reassigned by the employee.

If a recognized holiday falls on a Saturday, it will be observed on the preceding Friday.  Those holidays falling on a Sunday will be observed the following Monday.  Management reserves the right to change the observance of holidays falling on weekends based on business needs.  Such changes will be announced as far in advance as possible to allow employees to make holiday plans.

If the holiday falls on your regular day off, you may ask management for approval to schedule another day off during that week with pay. Your request will be considered along with the business needs of your department.

Holidays may be combined with earned vacation with the prior approval of management.

Section 4. Amending Miscellaneous, Position Description, Public Works Superintendent.
MISCELLANEOUS shall read as follows:

1. Perform minor maintenance on all City buildings as required.
2. Dispose of dead animals and other disposable items as needed.
3. Dispose of material deposited in “burn pile” on monthly basis.
4. Put up and maintain City decorations at appropriate times.
5. Ensure compliance with OSHA and other safety regulations including postings, equipment and procedures.
6. Read the drug and alcohol policy manual and enforce the police with coworkers.
7. Keep a City cellular telephone with you at all times when on call unless your supervisor has been informed and approved of your unavailability in advance. A response time of fifteen (15) thirty (30) minutes is required in the event of a City emergency requiring maintenance personnel.
8. For every day not called out while on-call, employee will receive one (1) hour regular time pay.
9. Provide supervision for all maintenance department employees including interviewing when necessary, recommending actions on salary and performance issues, training, scheduling and monitoring daily work for completeness and accuracy.

Section 5. Amending Miscellaneous and Major Responsibilities, Position Description, Public Works Maintenance I.
MISCELLANEOUS shall read as follows:
1. Perform minor maintenance on all City buildings as required.
2. Dispose of dead animals and other disposable items as needed.
3. Dispose of material deposited in “burn pile” on monthly basis.
4. Put up and maintain City decorations at appropriate times.
5. Read the drug free policy manual.
6. Properly follow directions from supervisors.
7. Keep a City cellular telephone with you at all times, when on call unless your supervisor has been informed and approved of your unavailability in advance. A response time of fifteen (15) thirty (30) minutes is required in the event of a City emergency requiring maintenance personnel.
8. For every day not called out while on-call, employee will receive one (1) hour regular time pay.

MAJOR RESPONSIBILITIES shall read as follows:
Discretionary Tasks:
Grounds:
Maintain grounds on all City property.
Trim and/or remove trees on City property as needed.
Street cleaning as needed.
Snow removal as needed.

Miscellaneous:
Perform minor maintenance on all City buildings as required.
Keep a City cellular telephone with you at all times when on call unless your supervisor has been informed and approved of your unavailability in advance. A response time of fifteen (15) thirty (30) minutes is required in the event of a City emergency requiring maintenance personnel.
For every day not called out while on-call, employee will receive one (1) hour regular time pay.

Section 6.  Repealer.   All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.

Section 7.  Effective Date.   This ordinance shall be in effect after its final passage, approval and publication as provided by law.
