Regular City Council Meeting –
January 11, 2021

CALL TO ORDER:  The Correctionville City Council met in Regular session on January 11, 2021, at the Correctionville City Hall. The meeting was called to order at 7:00 PM by Mayor Nathan Heilman.

ROLL CALL:  Council members answering roll:  Bob Beazley, Sonya Kostan, Ron Sanderson, Dan Volkert and Adam Petty. Absent: None.  City Attorney was represented by Chad Thompson.

PLEDGE OF ALLEGIANCE.

APPROVAL OF AGENDA: Motion by Beazley, 2nd by Petty to approve the agenda.  Passed 5/0.

CONSENT AGENDA: Motion by Beazley, 2nd Petty by to approve the minutes of the December 14, 2020 regular meeting. Bills as listed. Reports as filed. Approval of liquor licenses for Brew, Casey’s General Store, Dollar General and Liz’s Food & Spirits pending all paperwork is filed correctly. Passed 5/0.

PUBLIC FORUM – CITIZEN INPUT:  None

NEW BUSINESS: Motion by Kostan, 2nd by Volkert to adopt
Resolution 2021-01
appointing Carla Mathers as City Clerk; Chad and Barry Thompson as City Attorneys; Adam Petty as Mayor Pro-Tem; and The Moville Record as the Official Newspaper; all for 2020.
Roll Call: Passed 5/0.

Motion by Sanderson, 2nd by Beazley to adopt
Resolution 2021-02 appointing the following committees:  Budget-Mayor & Council; Annual Employee Evaluations-Heilman, Petty; Water Department-Petty, Beazley; Finance Department-Kostan, Sanderson; Sanitation Department-Kostan, Volkert; Streets, Alleys & Sidewalks-Sanderson, Volkert; Economic Development-Heilman, Sanderson; Parks, Recreation & Cemetery-Beazley, Petty, Fire and Ambulance-Volkert.
Roll Call: Passed 5/0.

Sgt. Rose reviewed the Sheriff’s monthly report with the Council.  Sgt. Rose updated the council regarding department changes.

Maintenance report: Pat Langschwager reported put in new check valves at the lift station, repaired fence around water plant, cleaned snow and maintenance on Ford truck. Council reported the cemetery mowing will be put out for bid again for 2021. There was some discussion on contracting all city mowing.

Fire and rescue report: Kara Pernick, reviewed ambulance report and Jeff Wortman reviewed fire report with Council. Motion by Beazley, 2nd by Kostan approving the purchase of and payment for Chevy Kodiak fire truck in the amount of $6001 from the fire capital fund. Passed 5/0.

Motion by Petty, 2nd by Volkert to adopt
Resolution 2021-03 authorizing clerk to transfer funds; $7152.79 from General to Ambulance capital.

Resolution 2021-04
setting a public hearing for the sale of city owned property, 409 Elm Street (parcel #884206101016),
for February 8, 2021, 7:00 p.m., Council Chambers, 312 Driftwood Street, Correctionville, Iowa.

Roll Call. Passed 5/0.

Motion by Kostan, 2nd by Beazley to close meeting at 7:38 p.m. and go into a public hearing to hear comments both for and against for plans, specifications, form of contract and engineer’s estimate of cost for sewer main replacement project. Amanda Goodenow, ISG, presented construction plans for sewer forcemain replacement and sewer lining repairs and discussed estimate of costs.

There was discussion about not replacing the section of pipe from the lift station to County Hwy L36. This section of pipe is currently ductile iron pipe. Council also discussed installing an additional check valve. With no further discussion motion by Volkert, 2nd by Petty to close public hearing at 7:58 p.m. Passed 5/0.

Motion by Sonya, 2nd by Petty to adopt
Resolution 2021-05 approving plans including additional check valve, specifications, form of contract
and engineer’s estimate of cost for sewer main replacement project.

Roll Call. Passed 5/0.

Motion by Petty, 2nd by Beazley to adopt
Resolution 2021-06 setting public hearing for the review of application for State Revolving Fund (SRF) loan
to be held March 8, 2021, at 7:00 p.m., Council Chambers, 312 Driftwood Street, Correctionville, Iowa.

Roll Call. Passed 5/0.

Sanderson introduced the second reading of
Ordinance 724-2020 an ordinance amending the Code of Ordinances of the City of Correctionville, Iowa,
by adding a new Section 91.10 entitled Separate Metering of Water Not Entering The Sewer System.

Motion by Sanderson, 2nd by Petty to approve the second reading. Roll Call. Passed 5/0. Motion by Sanderson, 2nd by Volkert to waive the third reading. Passed 5/0. Motion by Sanderson, 2nd by Petty to adopt Ordinance 724-2020. Roll Call. Passed 5/0.

Motion by Volkert, 2nd by Petty to adopt
Resolution 2021-07 setting public hearing for the Proposed Property Tax Levy FY 2021/22
to be held February 8, 2021, at 7:00 p.m., Council Chambers, 312 Driftwood Street, Correctionville, Iowa.  

Roll Call. Passed 5/0.

Motion by Petty, 2nd by Beazley to approve the contract with Triple C Pest control for 2021. Passed 5/0.

Motion by Sanderson, 2nd by Volkert to approve letter of support for MRHD grant application. Passed 5/0.

OTHER BUSINESS:
CEDCORP thanked the Council for supporting them with grocery store loan.

With no further business, the meeting was adjourned at 8:17 p.m.
