Mayor Jim Fisher called the meeting to order at around 5:30 pm. Roll Call: Paul Malm, Nate Bauer, Tom Conolly, and Joel Robinson. John Parks is absent. Malm motioned to approve agenda, seconded by Robinson. Ayes, motion carries. Malm motioned to approve the minutes from the last meeting, seconded by Robinson. Ayes, motion carries. Bauer motioned to approve the bills/claims for the month, seconded by Conolly. Ayes, motion carries. Bauer motioned to approve the May Treasurer’s report, seconded by Malm. Ayes, motion carries. Council reviewed the fence permit from Rhodes for 795 Glen. More review is needed, no action taken at this time. Guests include Pat Smith, Blake Stubbs, Chris Howrey, Joe Barnes and Chad Thompson. No speakers during Open Forum.

Officer Joe Barnes gave a Police Department update. Pat Smith gave a Public Works update. Council reviewed the Fire Chief’s request for $12,000 in brush truck improvements. Conolly motions to approve the purchase, seconded by Malm. Ayes, motion carries. Clerk Peterson gave a pool update and asked the council for their opinion of a reciprocal pool pass between our pool and Kingsley’s pool due to both pools running at lowered capacity this season. Council expressed interest in more details. Council reviewed changes to the Haskell Pool handbook and Robinson motions to approve the changes, seconded by Malm. Ayes, motion carries.

Council discussed approval of the hiring of a new Public Works employee. Weaver has done interviews and is recommending applicant Trapper Forch. Council would like hiring committee to further review and possibly sit in on interviews. No action taken at this time. At around 6:08pm, Malm motions to open the public hearing for Budget Amendment #1 for FY 2020-2021, seconded by Conolly. Ayes, motion carries. No one present had comments or objections, nor were any received prior to the meeting. At around 6:09pm, Robinson motions to close the public hearing, seconded by Malm. Ayes, motion carries. Malm motions to approve Resolution 2021-25 adopting Budget Amendment #1 for FY 2020-2021, seconded by Bauer. Ayes, motion carries.

Council discussed the Ordinances for golf carts / ATVs and UTVs on City streets. Robinson will work with Attorney Thompson to draft proposed changes and present to council. No action at this time. Council discussed options for sidewalk improvement and enforcement. Robinson would like to see the Committee bring specific details to the Council including defined scope of the project, area affected and time limits. Discussion follows but no action taken at this time. Council reviewed Resolution 2021-27 setting new employee wages as of July 1, 2021 based on discussion during budget talks. New hourly wages are as follows: Peterson $25.00, Cross $20.38, Smith $26.50, Ofert $23.00, Barnes $20.67. New salary rates are as follows: Weaver $68,972.80, Rodriguez $50,846.17. Bauer motions to approve the new rates, seconded by Malm. Ayes, motion carries.

We haven’t received the signed lease proposal back from the Woodbury County Library Board, so no action taken at this time. Bauer reviews Resolution 2021-26 setting amounts for end of year transfers and motions to approve, seconded by Malm. Ayes, motion carries. Council considers annual cigarette permit license applications from Caseys, 4-way Stop and Dollar General. Conolly motions to approve all, seconded by Malm. Ayes, motion carries. Council considers liquor license application from the Moville Community Center Bar. Malm motions to approve renewal, seconded by Conolly. Ayes, motion carries. Council considers annual renewal to SIMPCO. Woodbury County has again agreed to pay half of the membership of $1787. Malm motions to approve this membership renewal, seconded by Conolly. Ayes, motion carries.

Mayor and Council concerns and comments were discussed. With no further business Robinson motioned to adjourn around 6:40 pm and Bauer seconded. All ayes, motion carries-meeting closed.
