The Pierson City Council met in regular session on Wednesday August 11, 2021. Mayor Struve called to order the meeting and the Public Hearing on vacating the Alley on the 600 block of 3rd St. (The north/south alley in Burgess Addition). Council in attendance: Bubke, Sistrunk, Krier, and Saxen. McQueen was absent. No comments were received on the public hearing and the hearing was closed.

Motion by Bubke to approve the consent agenda with the exception of the building permit. The motion was seconded by Krier, all voted aye; motion carried. The consent agenda included minutes from July, July financial statements and claim and disbursements through August 11. Disbursements by fund: General $11654.75 Road Use$2810.75 Special Rev $ 2574.83, Proprietary $8912.98 Income by fund: Proprietary $19674.98 Debt Service $1272.05, Spec Rec $1782.19, Road Use $4562.50 General $19241.77

The sheriff report was handed out for the council to review. Deputies provided 21 hours and 15 minutes of directed patrol and responded to 4 calls for service.
SIMPCO member Michelle Bostinelos briefed the council on the membership details.

Motion by Sistrunk, seconded by Bubke to approve applying for an essential purpose GO Loan, all voted aye; motion carried. City attorney Thompson will contact a bond attorney.

Chad Kehrt from V&K briefed the council on the 4th St project. The project is going as expected so far. The first pay estimate was received. Motion by Saxen, seconded by Sistrunk to approve pay estimate #1 for 88967.50, all voted aye; motion carried.

Keith Swanson addressed the council regarding Tourist Oriented Destination signs- city clerk will check into the details.
RESOLUTION 2021-12
A RESOLUTION APPROVING AND AUTHORIZING EXECUTION OF A QUIT CLAIM DEED TO THE ADJACENT PROPERTY OWNERS
was passed on a motion by Sistrunk, seconded by Bubke, all voted aye; motion carried.

Motion by Bubke seconded by Sistrunk to introduce the first reading of
Ordinance 174
AN ORDINANCE VACATING THE NORTH/SOUTH ALLEY IN BURGESS ADDITION TO PIERSON, WOODBURY COUNTY, IOWA.
All council voted aye; motion carried.  Motion by Sistrunk, seconded by Bubke to waive the second and third reading of Ordinance 174 before it’s final passage. All voted aye; motion carried.  Motion by Bubke seconded by Saxen to adopt Ordinance 174, all voted aye; motion carried.

Radar sign was discussed. Motion by Sistrunk, seconded by Bubke to purchase two signs and 2 extra sets of brackets, all vote aye; motion carried.
Motion by Krier to introduce
Ordinance 175
AN ORDINANCE TO AMEND WATER RATES,
seconded by Bubke, all voted aye; motion carried.  Motion by Sistrunk, seconded by Krier to waive the 2nd and 3rd reading of Ordinance 175 before its final passage, all vote aye; motion carried.  Motion by Bubke, seconded by Saxen to adopt Ordinance 175, upon proper publication all voted aye; motion carried.

Motion by Bubke, to introduce
Ordinance 176
AN ORDINANCE TO AMEND SEWER RATES,
seconded by Sistrunk all voted aye; motion carried.  Motion by Sistrunk, seconded by Saxen to waive the 2nd and 3rd readings of Ordinance 176 before its final passage, all voted aye; motion carried.  Motion by Krier, seconded by Bubke to adopt Ordinance 176 upon its publication, all voted aye; motion carried.

Motion by Bubke seconded by Saxen to have REC install the light at the cemetery, all voted aye; motion carried.

Motion by Sistrunk, seconded by Saxen to set a public hearing date for 9/8/21 at 7PM to amend the budget, all voted aye; motion carried.

Motion by Saxen, seconded by Bubke to approve Pay Request #1 on the Housing Grant Project in the amount of $23980. All voted aye; motion carried.

Clerk briefed the council on the laptops that were ordered, election dates. Public works update: steps on Main St are done, sign base is installed.

Motion by Sistrunk to adjourn the meeting, seconded by Krier, all vote aye; motion carried.
