The Plymouth County Board of Supervisors met in Courthouse Boardroom on July 12, 2022 at 9:30 am for a board meeting. All members were present. All votes following are a roll call vote of an aye per each board member, unless otherwise indicated. Chairman Don Kass called the meeting to order and the Pledge of Allegiance was recited.
Motion by Anderson, seconded by Meis, to approve the 7/12/22 meeting agenda. Motion Carried.
Motion by Horton, seconded by Meis, to approve the minutes of the 6/28/22 meeting. Motion Carried.
There was no meeting on July 5, 2022.
Motion by Anderson, seconded by Horton, to approve the claims issued 7/5/2022 and payroll issued 7/8/2022. Motion Carried.
Motion by Meis, seconded by Van Otterloo, to approve FY 2022-23 provider agreements to Mid Sioux Opportunity for $16,500, CAASA for $5,000, Family Crisis Centers $6,000, and Safe Place $15,000. Motion Carried.
Motion by Anderson, seconded by Meis, to approve Berner Addition in Section 23 of Plymouth Township subject to the water easement included in the platting and that the outdoor kitchen issue be resolved with the zoning office via a variance. Motion Carried.
Motion by Van Otterloo, seconded by Horton, to approve the Sheriff quarterly report and the Jail quarterly report for March to June 2022. Motion Carried.
Motion by Van Otterloo, seconded by Horton, to approve the purchase of the Bearcat armored vehicle for Plymouth County with ARPA funds for a total of $227,373.08 plus shipping costs. Sioux County and Cherokee County have each paid $25,000 of ARPA funds to Plymouth Co. towards the purchase of the vehicle and it will be stored in Plymouth Co. and used in all three counties. Motion Carried.
Motion by Horton, seconded by Van Otterloo, to approve Haage’s Retracement of an 1880’s Survey, in Section 11 of Johnson Township. Motion Carried.
Motion by Anderson, seconded by Meis, to approve the Plymouth County Recorder’s quarterly report for March to June 2022. Motion Carried.
Mike Wise of the Plymouth Co. EMS Association presented how the $25,000 of county rural funds to the EMS program were spent in FY 2021-22.
Motion by Meis, seconded by Van Otterloo, to approve a project agreement for STBG-SWAP-CO75(166)—FG75. Motion Carried.
Motion by Horton, seconded by Meis, to approve a permit to WesTel Systems in Section 23 in Meadow Township on 160th St., Section 27/28 of Remsen Township on Shamrock Ave. and Section 3/4 of Henry Township on Shamrock Ave. Motion Carried.
Motion by Meis, seconded by Van Otterloo, to approve a contract for LC-280110 for Midwest Contracting. Motion Carried.
Motion by Anderson, seconded by Horton, to approve project agreements to Hungry Canyons for LC-133508, LC-051710 and LC-2428040. Motion Carried.
Motion by Anderson, seconded by Meis, to approve a contract to R Way Pumping Inc. for $340,860.10 in Hillview Conservation Pond to be paid with ARPA funds. Motion Carried.
Motion by Meis, seconded by Horton, to purchase a skid loader for $40,470 from Ziegler with a trade. Motion Carried.
Motion by Van Otterloo, seconded by Horton, to approve entering Closed Session 21.5 (c) to discuss pending litigation at 11:30 am. All votes aye. Motion Carried.
Motion by Meis, seconded by Anderson, to end closed session and enter into the regular board meeting at 11:50 am. All votes aye. Motion Carried.
The Board of Supervisors adjourned the meeting at 11:55 am.
