Special Meeting
Monday, August 15, 2022

Mayor Jim Fisher called the special meeting to order at around 5:30 pm. Roll Call: Joel Robinson, John Parks, Bret Hayworth, and Tom Conolly are present. Paul Malm connects via Zoom. Conolly motions to approve agenda, seconded by Malm. Ayes, motion carries. No guests present and no speakers during Open Forum.

Attorney Thompson updated the council on the proposed Development Agreement for the West Hill Housing. The contractor is ready to begin this project and so this special meeting was set to move forward on finalization of the DA. Council is agreeable to the proposed DA and considers Thompson’s recommendations regarding the 15 year length of the TIF and total bond repayment of an estimated 1.4 million dollars. Stratos requests starting the tentative escrow agreement later in the TIF repayment schedule and Thompson recommends starting no later than FY 26-27. Thompson will communicate with the attorneys for Stratos and prepare to move forward with the Development Agreement.

With no further business Hayworth motioned to adjourn around 6:30 pm and Conolly seconded. All ayes, motion carries-meeting closed.
