The Plymouth County Board of Supervisors met in Courthouse Boardroom on November 29, 2022 at 9:30 am for a board meeting. All members were present. All votes following are a roll call vote of an aye per each board member, unless otherwise indicated. Chairman Don Kass called the meeting to order and the Pledge of Allegiance was recited.

Motion by Anderson, seconded by Meis, to approve the 11/29/22 meeting agenda. Motion Carried.

Motion by Horton, seconded by VanOtterloo, to approve the minutes of the 11/15/22 meeting. Motion Carried. There was no meeting on 11/22/2022.

Motion by Anderson, seconded by Meis, to approve payroll dated 11/23/22 and 11/30/22 and 12/1/2022. Motion Carried.
Don Kass, Mike VanOtterloo, Shawn Olson, Crystal McHugh, and Stacey Feldman previously met and discussed the security, camera, phone and internet infrastructure needs and upgrades to the county owned 2nd Ave. Services Building and updated the full Board of Supervisors regarding the issues. The direction by consensus of the Board of Supervisors was for Shawn to continue with these upgrades based on the estimates provided.

Pat Bickett with Schlotfeldt Engineering was present to discuss the revised Pottebaum Addition with the consensus for the plat to go to the Plymouth County Board of Adjustment for approval of the setback variance.

Motion by Meis, seconded VanOtterloo, to approve Harpenau 2nd Addition in Section 10 of Remsen Township. Motion Carried.
Motion by Anderson, seconded by Meis, to approve a 60-day extension from 11/29/22 to file Meadow Grove Farms 2nd Addition as presented by Attorney Justin Vondrak. All vote-aye; VanOtteroo-nay. Motion Carried.

Motion by Anderson, seconded by Horton, to approve Resolution 112922-1 to the Powder Players, Inc. for use of the right of way. Anderson-aye; Meis-aye; Kass-aye; Horton-aye; VanOtterloo-aye. Motion Carried.

Motion by Anderson, seconded Meis, by to approve the total bid for $2,337,993.23 to Cedar Valley Corp. LLC subject to the City of Hinton’s approval of their portion for $90,698.12 for project for FM-CO75(163)—55-75. Motion Carried.

Motion by Meis, seconded by VanOtterloo, to approve the contract to Godbersen-Smith Construction Co. for the total bid of $2,482,485.15 subject to the City of Le Mars approval of their portion for $1,063,876.15 for STBG-CO75(166)—FG-75. Motion Carried.

Motion by Meis, seconded by Horton, to approve Resolution 112922-2 to delegate Tom Rohe, County Engineer to sign the contract agreements for project for FM-CO75(163)—55-75 to Cedar Valley Corp. LLC. Anderson-aye; Meis-aye; Kass-aye; Horton-aye; VanOtterloo-aye. Motion Carried.

Motion by Meis, seconded by Horton, to approve Resolution 112922-3 to delegate Tom Rohe, County Engineer to sign the contract agreements for project for STBG-CO75(166)—FG-75 to Godbersen-Smith Construction Co. Anderson-aye; Meis-aye; Kass-aye; Horton-aye; VanOtterloo-aye. Motion Carried.

The Board of Supervisors adjourned the meeting at 11:12 a.m.
